Patents and Industrial Designs Registered in Singapore to Gain Recognition in Cambodia

SINGAPORE – Applicants can soon enjoy ease of application for patents and industrial designs in Cambodia and Singapore by filing in either country, according to the terms of a recent Memorandum of Understanding (MoU) between the Intellectual Property Office of Singapore (IPOS) and Cambodia’s Ministry of Industry and Handicraft (MIH), a press release by IPOS stated.

2.         Signed on 20 January 2015 by Senior Minister of MIH, Mr. Cham Prasidh and Chief Executive of IPOS, Mr. Tan Yih San, the agreement aims to make IP protection more accessible to businesses and creators with closer tie-ups between the IP regimes of the two countries. An applicant seeking IP protection for patents and industrial designs in Cambodia will soon be able to do so by filing with IPOS and thereafter being recognized in Cambodia.

3.         The arrangement between IPOS and MIH complements ongoing patent work-sharing programs like the ASEAN Patent Examination Cooperation (ASPEC), to support businesses seeking faster IP protection in the region.

4.         The IPOS-MIH collaboration is also an endorsement of IPOS’ appointment as an International Searching and Examining Authority under the Patent Cooperation Treaty in September 2014 by the World Intellectual Property Organization (WIPO). Under the MoU, IPOS’ patent search and examination reports will be recognized by the Cambodian authority.

5.         Mr. Cham Prasidh, Senior Minister of MIH said, “Our agreement on IP cooperation marks the continuation of strong relations between Singapore and Cambodia. The alignment of our IP procedures will spur greater trade flow between Singapore and Cambodia, and open up more economic opportunities for investors in the two countries and in ASEAN.”

6.         Mr. Tan Yih San, Chief Executive of IPOS said, “This enhanced tie between Cambodia and Singapore provides a strong platform for business communities to seek greater IP protection between the two countries. By having a simplified front-end registration, and similar back-end examination system, businesses will benefit from the ease of application and consistent outcome. This is a significant step for companies in ASEAN to explore and grow their businesses as ASEAN Economic Community integrates.”
