MOIP Contest Hits Record High as 27,000 Citizen Ideas Pour In!

"Everyone’s Idea," a nationwide campaign to discover creative ideas from the public has, drawn an unprecedented level of public interest, receiving more than 27,000 idea submissions—the largest number ever recorded for a government ministry idea contest.
DAEJEON – The Korea’s Ministry of Intellectual Property (MOIP), led by Minister KIM Yong Sun, announced that its "Everyone’s Idea" contest, held from January 8 to April 15, 2026, generated website traffic totaling 5.45 million visits and received 27,185 final idea submissions, according to the official website of MOIP.
The “Open Policy” track received the highest number of submissions, with 10,765 ideas, or 39.6% of the total. It was followed by the “Designated Topics” track with 9,264 ideas, or 34.1%, and the “Open Technology” track with 7,156 ideas, or 26.3%.
According to AI-based classification of all submissions, the largest number of policy-related ideas fell under the land and transportation category, with 1,736 submissions. Among the 10 designated topics, the Ministry of the Interior and Safety’s project, “Creating More Convenient Public Services with AI,” attracted the highest participation, with 1,617 submissions. In the technology field, manufacturing recorded the highest number, with 1,345 submissions.
As the first flagship project launched by the Ministry of Intellectual Property, "Everyone’s Idea" is a nationwide open innovation platform designed to discover creative ideas from citizens, link them to startups and R&D, and reflect them in government policies across ministries.
The record-breaking response appears to reflect strong public enthusiasm for directly addressing everyday inconveniences through institutional improvement, technological innovation, and commercialization. The achievement is particularly significant in that, as a “grassroots economic innovation project,” it has laid the foundation for individual citizens’ ideas to contribute to economic growth and social development.
Submitted ideas will undergo first-round screening by experts by the end of May, after which outstanding ideas will be selected. The review will be conducted across 30 detailed policy and technology classifications, with carefully selected experts carrying out an intensive review over approximately 10 days under strict evaluation standards. Each idea will be evaluated by three experts, and fairness will be ensured through score standardization. Through this process, a total of 100 outstanding ideas will be selected.
More importantly, to prevent the theft or leakage of ideas, the evaluators will be required to sign confidentiality agreements and only be permitted to access and evaluate submissions in a designated space within a limited period of time.
Selected ideas will receive support through an enhancement program through the end of September to help them lead to startup creation, commercialization, or policy adoption. Beginning with expert consulting by field and idea scale-up support, policy ideas may receive additional support through the demonstration stage,* while technology ideas may receive selective support for patent applications and prototype development. In particular, for policy ideas, officials from the relevant ministries will participate directly as mentors to increase the feasibility of policy adoption.
A total of 60 prize winners will be selected by October, followed by a final championship round in which the winning ideas will be unveiled to the public. Afterward, the government will activate an inter-ministerial cooperation system so that policy ideas can be reflected in laws and institutions, while technology ideas can be realized through startups and commercialization.
Minister Kim stated, "The strong public response to ‘Everyone’s Idea’ has confirmed the people’s aspirations and enthusiasm for innovation in Korea. We will carefully ensure that these valuable ideas from the public can lead to startups and be reflected in the policies of relevant ministries so that they can become a reality.”
