EPO Showcases Patent Intelligence at OECD Blue Sky Forum 2026

MUNICH - The European Patent Office (EPO) has participated in the 4th OECD Blue Sky Forum on Science, Technology and Innovation Data and Indicators, held from September 14 to 16, 2026. At the event in Paris, EPO Chief Economist Yann Ménière highlighted how the EPO turns high-quality patent data into actionable technology intelligence for researchers, innovators and policymakers, according to the official website of EPO.
The OECD Blue Sky Forum is a flagship event held every ten years, bringing together the international community involved in producing and using data relating to science, technology and innovation. The 2026 edition focused on new data sources, methods and indicators that help policymakers understand rapidly evolving innovation systems.
Yann Ménière contributed to a session on data for emerging and critical technological domains. He presented the EPO’s unique capacity to generate intelligence on technology developments from patent information. This is enabled by a growing suite of free-to-use EPO tools, which include the Deep Tech Finder, the recently launched Data Desk, and an expanding set of technology platforms.
From patent data to informed decisions on technology and innovation policy
The Chief Economist also highlighted the Technology Intelligence Platform (TIP) and the global patent database EPO PATSTAT. TIP provides free, browser-based access to EPO PATSTAT, as well as computational resources for analyzing, combining and visualizing datasets from this and any other trusted source.
In addition, the Forum provided an opportunity to present recent work by the EPO Observatory on Patents and Technology on the contribution of women inventors to patenting and innovation, as well as the DOC-TRACK project. Developed with a consortium of European research institutions, DOC-TRACK links information on STEM doctoral graduates with scientific publication and patent data to explore connections between research careers, scientific output and patenting. This supports analysis of topics such as the career paths of women inventors and the mobility of young researchers and inventors across Europe.
Strengthening international co-operation on innovation data
In a further session organized by the European Association of Research and Technology Organizations (EARTO), the Chief Economist presented EPO data on the intellectual property activity of research organizations. The discussion explored how the contribution of research and technology organizations to innovation ecosystems can be better captured by science and technology indicators.
The EPO’s participation in the event built on its longstanding co-operation with the OECD on patent statistics and innovation analysis. In December 2025, the two organizations renewed their Memorandum of Understanding, strengthening joint work on patenting and technology trends and supporting evidence-based science, technology and innovation policy.
